Objectives of Odisha LAccMI Scheme 2023

The state government announced the beginning of the Location Accessible Multimodal Initiative Scheme, along with the addition of 20 new projects, in the budget for 2023–2024. The scheme’s primary goal is to improve rural transportation in the state. The state government has allotted Rs 100 crore for the projects, while the federal government has planned to invest almost Rs 7,202 crore.

On the other hand, the new program under the Odisha LAccMI Scheme 2023 will prioritize intra-district and intra-block connections before attempting to merge those efforts with inter-city bus operations. The specifics of this procedure will be decided upon by the established departments of trade and transport. This procedure will be in place for roughly ten years, during which time all rural transportation in the state will be enhanced by its implementation.

The following are the features of the scheme:

  • The scheme’s features are shown below.
  • Block and district-level connectivity would be the plan’s primary focus at first.
  • A Mo Bus service would be made available in every panchayat.
  • The Mo Buses will eventually link with interstate bus services, and they will go between blocks and panchayats.
  • The first phase of the project will be carried out in the districts of Koraput, Gajapati, and Kalahandi.
  • On October 2, the initial part of the program will go into effect in remote communities with little to no access to public transit. All regions would have gotten the services by January 2024.
  • The Odisha State Road Transport Corporation (OSRTC) has been tasked with producing an extensive project report covering each gram panchayat’s link architecture and several options for cooperation. “A month has been allocated to the transportation company to complete the project report. The DPR can be finished as soon as the department initiates new procurement procedures.

The first part of the operation will start on October 2, Gandhi Jayanti, particularly in the outlying districts with limited or no access to public transit. It will be progressively extended to every region by January 2024.

The Odisha state government launched the Biju Gaon Gadi Yojana in 2014 to provide rural residents with access to transportation services. It will be incorporated into LAccMI for a seamless operation that prioritizes last-mile connections and serves rural areas.

Also, it has been decided to increase the availability of helicopter emergency medical services (HEMS) for the transportation of trauma patients in order to guarantee the prompt transfer of individuals injured in vehicle accidents who need trauma care during the “golden hour.”
